in arms WHILE DRIVING

Today, I was taking my break...in my car (there is a reason for it. lol). Anyway, I was sitting there, and saw in my rearview mirror, a man in big ole SUV drive by, and what was on his shoulder? A NEWBORN. (well, you know how you old newborns...not like perched on his shoulder like a parrot or anything)

He drove around one more time, then I went in to get the non-emergency number for the police--but was unable to get his plates.

Just WTF?

I have never seen that particular issue before.

I'm wondering if it would have been appropriate for me to call the emergency number?

I'm hoping that whoever he was driving around for...chewed his ass out. KWIM?

we were at a gas station on day, in DH's police car NO LESS and i see this lady come out, with two kid one must have been about 2 and the other a small small infant in a HUGE bunting suit, they all climed in the front driver door of a pick up truck, and drove off, it took the mama not even 1 min to close the door start the truck and drive off, no even time to lay down the infant in the passanger seat let alone crawl into the back take off the suite and buckle either child into any seat... i saw her glare at dh who was putting as in, but not looking, we were well out of the county he covers and said he couldn't do anything, but he would call it in, he did, but cops in our area really don't care, even my dh who says that if a parent doesnt care about thier kids he's not going to use his time on that when he had other things to do :(
