S/O "Let's Ride"- Certifying seats and the NHTSA

Car seat manufacturers self report crash test data, right? What agency is responsible for looking at said data and certifying a seat as passing FMVSS? NHTSA? I wonder if we could at least find out from them if this "seat" has been FMVSS approved? I highly, highly doubt it could have been, but having a concrete answer would help the case for false advertising.

My understanding is that manufacturers self-certify with no actual oversight. Then, NHTSA can test the seats if they want to.

Can someone confirm if that's true?

I split this from the other thread for further discussion. I am curious about this. I don't know that I have ever really thought about the NHTSA's role before-the-fact.

This is essentially what we were taught in my CPST class - they self-certify and NHTSA can just do whatever tests they want at random. But it seems like there has to be someone that the car seat companies report to, someone at NHTSA, who says, okay, they did the test, it passed, let's add them to the list of restraints, send them their fancy pants stickers, etc. KWIM? That's what I was wondering about.

I was thinking about this not b/c of the "Let's Ride" thread, but when I was reading Russ's emails. I really would love for more car seat company to give very detailed information about how they test at all weights/speeds, and the exact results (they way they have for the RN). Shows that they actually care about the kids, not the $$$... (of course, seeing how SK has done makes me want to throw more $$$ at them, so even if they are just after $$$, they are going about it the right way!)
