I would really appreciate some suggestions on a car seat

Our daughter is 9 months 18 lb and only 24.5" (we do have an appointment about her height but no matter what I don't see her ever being about 50% on the growth curve). I want to keep her rear facing until at least 2 years (and with her current height and weight I don't see that as a problem). We still use the infant carrier but I am tired of lugging it around. I have done some research but all of the information is overwhelming. Currently I have a 2003 Sebring but I don't expect to have it for more than a year and will be going to a small SUV. DH has a 2004 Rendevouz. Ideally I would like to find a car seat that we can use from here on out until she is big enough to not need it anymore but I don't know if that really exists. Obviously it needs to RF and then convert to FF and then if it would also be a booster (although I know there are several different types of boosters). I am pretty budget minded but I will consider anything that keeps my child safe. Added bonus features would be a cup holder and/or armrests. Finally, as we are in Texas the cars get really hot really fast so a seat that the material don't get super hot would be wonderful. Am I asking for for too much? Thank you for any and all suggestions or input.

I wouldn't worry about the booster aspect of it right now. That's about five years down the line, and you can get a very decent booster for $60. And the seats that go rear facing, forward facing, and boosters make lousy boosters.

I'd look at the Learning Curve True Fit as my first choice, the Evenflo Triumph Advance as my second, and the Graco My Ride as my third. They all have places to put your arms (very few convertibles lack this feature, though some are lower than others, none are removable) and cupholders. The TF would be my first choice as it has high top slots (17.5") AND a high rear facing weight limit (35 pounds) AND a high forward facing weight limit (65 pounds). The EFTA has the same top slots and rear facing weight, but a slightly shorter shell and a 50 pound forward facing limit. The My Ride has a 40 pound limit, but a shell about as tall as the EFTA (so a petite child won't hit 40 pounds in it, but will get to a decent height), and a 65 pound forward facing limit, though with top slots about an inch lower than the other two. With petite kids any of these three will get you to a mature booster age. With kids sitting at the 50% for weight it's a question if the EFTA would by weight or not, but lighter than average kids generally don't have a problem.
