It depends on the type of dwarfism. Different types of dwarfism cause different body shapes and also different growth rates at different stages, and different related medical problems.

I know a bit about achondroplasia but not enough to have all the answers. I don't know too much about other forms. If I encountered a Little Person or parent of an LP seeking advice, I'd ask them for information on what the needs of the child and parent were to evaluate how specifically to help them.

If a seatbelt does not fit properly a booster should be used, but I'd be absolutely fine with a backless booster for even a very small healthy adult (a 35# 3yo should be in a harnessed seat or at the minimum a HBB, but a 35# 21yo can use a backless, IMO).

I've always wondered this myself, Here in IL I think 4'9" is the minimum to be in a safety seat, but not sure if it is limited to children.

There are different types but some only have atypical arms and legs and a full size torso. So gas and brake extenders are needed but sitting height is typical.
