Use of Chest Clip

I was searching for Coccoro images and came across this picture:

And looked around the site that I found it on:

Coccoro photo website link

And noticed that the carseat does not come with a chest clip  What is the importance of a chest clip and why is it available in some countries and not others?

It comes with a chest clip ;). The chest clip is a pre-crash positioner and it's just made to keep the straps properly positioned on the shoulders. Other countries don't have one because they have non-slip grippy straps. All too often it seems like the chest clip is the only thing holding the straps on the shoulders, since so many people have super loose straps. Of course, with loose straps and the chest clip at the belly button, the chest clip is worthless.

It´s a Japanese Link, and Japan uses the European ECE44 Regulation for child restraints.
And "we" have a "one hand movement" regulation, so it must be possible to release the child from the seat with one hand in one movement in case of an emergency.
So, no extra straps or buckles allowed.

Yeah, I can't figure out where that rearfacing baby's straps are going at all- surely his shoulders aren't that wide!

ITA! The one on the left looks like it's completely off his shoudler and around his arm.

Not to mention that the woman in the middle either doesn't have a seatbelt on, or is in a lapbelt only position...and has no headrest.. :) Gotta love these photos.
