    We lost the manual.

Does the 1999 Durango have latch system? And if so, where is it?

In all likely hood, it does not have LATCH, but it may have top tether anchors. You could call Dodge customer service and ask them to send you a replacement manual. If you don't have top tether anchors you can have them installed (for free) at your local dealership, but the lower anchors can't be added.
