Retrofitting for a top tether?

We own a 1997 Mercury Cougar (30th Anniversary Edition) and would like to know if it can be retrofitted for a top tether for a Britax Frontier?

There are 3 drilled holes in the rear filler panel. You will need part number F3LY 63613D74A. You can do it yourself if you're a DIY-type, or you can have the dealer do it. The parts and labor (at least for the first one) should be free under Program R7C. There have been some reports of dealerships not wanting to do it for free, but Ford says they're supposed to.
