ARB and newborns

Is ARB the same as tethering when talking about the unwanted neckloads for a young baby?

 I haven't been keeping up with the boards lately.

I knew there is a difference btw tether and ARB, but still unsure how that affects a newborn/young baby. Is the HIC number the one that has an effect on that respect?

I think the HIC is a reflection of the G-forces (acceleration) as measured inside the dummy's head. Which would have a relationship to neck loading, but not necessarily a direct relationship. If the dummy's head and chest both moved together, both would measure G forces, but there might be zero neck strain. Picture a dummy, in a standing position, flying straight forward into a brick wall. The head and chest would both experience a sudden stop, measuring G forces, but there'd be essentially no neck loading. On the other hand, if the chest had no acceleration, but the head did, that would mean there would be neck strain because the head and neck aren't moving together.

I don't think there's a direct measure in the dummies of neck strain.
