so can I buy a car seat in the U.S.?

If we (in Canada) have the same seat (I'm considering the Britax Boulevard CS or Advocate), can I buy it in the U.S.? Is it exactly the same seat? Passing the same safety testing?

They are definitely cheaper across the border.......

No.

Even seats that are named the same and look the same are 'known' to have some differences - and those are enough to make a US seat not pass CDN standards and vice versa.

In Canada, it is illegal to use a seat that does not have the National Safety Mark on it - that's the sticker with the Maple Leaf. No US seat has that.

Aside from the above facts that you can't use a US seat in Canada, I just want to add that it's not really cheaper. By the time you add in the exchange rate a $379.99USD Advocate is $438.67CAD. Unless you live really close to the border, I can imagine you will spend more then $12 traveling.
There is also the possibility that the seat will be taken at the border and/or receiving a fine if you are caught using it. It may also not be covered by insurance in the event of an accident. Definitely not worth it!
