    I'm confused by this. First, NHTSA doesn't set or certify LATCH limits ... automobile manufacturers set their own limits. There are a number of manufacturers with limits greater than 40 lbs (Ford, for instance). Second, if what you say is true, how could we have seats that FF past 40 lbs, which more and more current seats (and nearly all newer models) do?
