Sitter using an OLD T SHIELD

When picking up my DS at the sitters this afternoon we were chit-chatting and she mentioned that she only had 3 kids the other day and took them grocery shopping. She had 2 brothers, about 9 mo and 2.5 yo and another child 3-4 yo and mentioned putting them in car seats. It all sounded fine until I walked down the driveway and peaked in the back of her car. I saw one seat (the windows are tinted) and it was clearly an old t-shield. I am guessing it was her youngest daughter's (she is now 9).

Her instructions from day 1 have been not to take my DS anywhere without my knowledge and my car seat (installed), so I am not worried about his safety. But the other kids I worry about. The mom of the brothers is not safety conscience at all and brings the baby in an older Evenflow infant carrier with the chest clip literally as low as possible that he very possibly too big for. It's not that they don't care. I think they just don't know any better.

I am trying to gather some info to give them asap, but don't want to overwhelm them. I am taking the CPST course in 2 weeks, but would prefer have something to them sooner. Here are a few things I have found...
