We have no real way of knowing which seats are safer than others. They all pass the same guidelines. From there, it's just features that will make the seat easier to use correctly each and every time.
The Oobr is supposed to have some great safety features, but you're still not going to find any "ratings" that have geniune meaning. I will say that I wouldn't spend the $ on the Oobr unless you're going to be using primarily in a car or cars w/ LATCH, since the rigid LATCH is one of the "safety features".

In addition to all of that, the Oobr has not been released so it's tough to even comment on it. We only know what it's "supposed" to be like.
