broken seat belt

I HAVE asked about this before, but I'm not sure if it was before I registered, or what.

I have a 97 Ford Escort, the middle seat belt does not work. When I've called the nearest dealership/service thingy they couldn't even give me an estimate about what it would cost to fix the thing.

From what I recall, you guys said that they SHOULD replace the belt? (The belt, I assume the male part is the part that goes into the other part, right? Okay, then that would make the "other part" the "female part" right? Okay, the Female part, I cannot push the buckle into. It's like there is something broken off or blocking the belt tongue thing.

Now, I know it used to work, because I had my older sons seat installed there for three years or so. I don't remember when I noticed it (and every so often I'll forget that the freakin belt is broken and try to put the carseat there, ya know, so I can maybe drive around another person--which I can't to with both the booster and the carseat outboard [no one will fit, and it's a lap belt]).

Anyway, what do I do? Do you know how much it would run to fix the danged thing?
