Question about NHTSA CR Usage Chart. Link included!

Hi everyone, I have a question about a chart I came across on NHTSA's website. Why would they only recommend Forward Facing under the "Preschoolers & Toddler" Section. They don't even mention anything about rear-facing? Here is the link, sorry it is so long:

And why do they say that? No real reason... I guess the risk of neck injury drops from severe to moderate in FF kids at a year, so that's what's sticking for now. It takes a long time and a lot of research to get this sort of thing changed... government bureaucracy really isn't lightning fast when it comes to keeping up with the best, newest recommendations. Maybe in a couple years things'll move ahead to say, "Keep children rearfacing to the limits of the convertible seat" or "RF till 2 or 30 pounds" or something better, but we can't even get parents on board with 'one AND 20 pounds' yet, so it's a sloooooooow change.
