Horray for the UK!! They are changing their child passenger laws so that the law will pretty much read that seatbelts and child restraints must be used. The new law will go into effect on September 18, 2006.
There are still quite a few issues with their new law (i.e., if a seatbelt is not available, children over age 3 may ride unrestrained; if you can't fit a 3rd restraint in the backseat, the 3rd child may ride in a seatbelt only; you don't have to use seats for short trips, etc.), but it is a vast improvement over their current law. Horray for the UK that they are trying to improve vehicle safety!!
