This may seem like a silly question, so please forgive me if it is.
Don't you have to follow the seatbelt/child passenger safety laws of the state, even if you don't live there? For example, if you are from New Jersey, but are vacationing in Virginia, don't you have to follow Virginia's laws while you are in Virginia?
Also, if you are on private property (for example, a resort), do you have to follow the state law?
While on vacation this past week, I saw some terrible misuse of carseats and seatbelts. At one point, I saw a family of five exit a vehicle. The mother and the three children were all in the backseat while the father drove. The mother had a child (who appeared to be about two years old) on her lap while two other children (who appeared to be about four and six) rode next to her. Not a single one of the children were in safety seats. We were on resort property, which is private. Don't laws about child safety still apply?
