carseat help for a friend

I have a friend that has 2.5 year old twins that are both 36 and 38 lbs, a 38 lb 4 year old and a 42 lbs 5 year old. She has all of the kids in MA, except for the 5 year old in a regent. She drives a dodge grand caravan and only has 3 tether spots and is now completely confused at what to do. She was ok before because one of the twins was rear facing so she didn't have to wry about it. But now he is over the 35 and she had to turn him ff. Her 5 year old has to be tethered due to the regent. But who would you leave untethered. She is wondering if she should get another seat for the 5 year old that doesn't have to be tethered. If you were in her situation and could not get another vehicle what would you do.

I have asked this before. I thought wrong and put the lighter child in the untethered seat thinking that the heavier child would need the tether more since their head is heavier and would move forward more. I was corrected and told that it would be better to tether the smaller forward facing child because their neck and spine muscles are less developed. I wouldn't move the 5 year old out of the regent since she is only 42 lbs. So I would leave the 4 year old untethered. I would make sure that the untethered seat is installed with a lap/shoulder belt it would forward less in a crash then a seat in a lap belt.

Well, if the friend is looking to change seats, I believe the radian is supposed to have done the best without the tether.
