It's in Polish and basically says to review 3rd party crash test data to know which seats are safe and which aren't, and that some of those that failed tests spectacularly, like those towards the end of the video, were all available on the market before being tested and recalled (or something along these lines).
The tag line is "We know (almost) everything about carseats."
ETA: I guess it's put out by a website (fotelik.info) that presents test results from independent/3rd party/safety group testing, and they are saying to get educated and know your seat's rating before you buy.
