Question 5 step test

I tested my 7 year old niece today using the 5 step test in my car and she fit very well. The seat belt fit her correctly across the neck and stomach, but she could not bend her knees. She turns 8 in Dec and our law here is 8. I know my sis is going to stop having her use a seat then. Do you think she is going to be okay if the belt fits correctly even if she can't bend her knees?
I am going to make her use her booster in my car, but I am just worried for when she rides with her mom and mom's BF.

The problem with her knees not bending is that she'll tend to slouch to compensate for that. Unless, she can sit with her legs sticking out.

I'd tell her she needs a booster, show her why and hope she can advocate for herself. :(

I've tried and she's listened in the past. After much discussion, she kept her in a booster when she turned 6 even though CA law was 6.

But now she has a new BF and he doesn't care about that stuff. This is his first experience with kids. He doesn't want to bother with car seats. I don't know what the deal is. My 6 year nephew still has to be in one. What's one more?

She may put her in one if its already there, but she likes to let it slide when it's convenient.

Show her pics of seat belt syndrome?

I've dealt with this before when my kids were transitioning from boosters, and if their knees don't bend comfortably at the edge of the seat, it's very difficult for them to stay positioned properly. They'll slide down without even thinking about it.
