Vent Vehicle manual disallows use of boosters?!

After recently re-reading my vehicle (02 Civic) owners manual, I found a few interesting tidbits. It says children should RF to "about" one year *sigh* wish that one were surprising. It says children should remain harnessed to seat limits though  But it says nothing at all about using boosters for the older child. In fact, it seems to disallow their use (page 20):
Devices intended to improve
occupant comfort or reposition the
shoulder part of a seat belt can
severely compromise the
protective capability of the seat
belt and increase the chance of
serious injury in a crash.

That's not talking about boosters. It's talking about those ridiculous aftermarket belt positioners that you see in stores that pull the lap belt portion right up over the rider's tummy.
