Misuse- Never heard this before!

I was speechless when this caught my eye in a paper I found while wraping some things up for storage (it was a July paper - town blocked out)

..."the girl was restrained by chains instead of a seat belt. The officer who responded talked to a 34 year old ***** woman who had fashioned a three-point harness of chain ...The woman said the girl otherwise always got out of the booster seat while they were driving so officers told her to simply allow the girl to ride in the car with a seat belt."


:confused: what are some people thinking....

How old was this girl?! How about an actual car seat instead of a seat belt or booster?
I can't believe they didn't take the woman in and question her further! Chains?!?! I could see belts, fabric, etc, but chains?

I think the article said 6 if I remember right... it was just in the crime and accident section of the paper so it was pretty much just the little blurp I posted, not a lot of details.
