It has to do with getting enough recline for a rearfacing carsea, this page (scroll down for pictures) shows noodles in action http://www.carseatsite.com/reclineangle.htm

(tightly rolled towels or even 'car seat levelers'...which are firm foam noodles but cost more and are better, lol...are also fine for that purpose).

Is there a limit to the number of noodles/towels that can be used? If more than one is required, can they be taped up together?

You wouldn't want to use more than one towel, but you can use more than one noodle. You can cut the noodle into sections, and yes, just tape them together. It's generally stated a maximum of 3 sections, but I've recently been told that there isn't actually a limit - that whatever is needed for the appropriate recline is fine.

In your case, since I know you have a Civic and they have pretty sloped back seats as a general rule, I'd recommend just getting a leveler like I have in this pic here:

(and no, the seat didn't stay this reclined, I couldn't get it more upright with the leveler and had to switch to a single pool noodle. This pic is pretty much a 45* angle - and my dd didn't need that much at her age. We also ended up switching to position 3 for the harness. ;))

it needs to be reclined at least 30 degrees (measured from vertical) but no more than 45. Newborns require the full 45 degrees, but older babies with good head control can be more upright- and often prefer to be so. It's fine as long as it's reclined at least 30 degrees and his head doesn't slump forward when he sleeps.
