Call 911. Unrestrained children are in serious danger.

911 might connect you to the local police -- have the location & vehicle information read (make/model, lisence plate, etc)
Even if the police are not as receptive to the call as you'd hope (around here they are very proactive, but in some areas it's difficult), just keep calling people in who are breaking child passenger safety laws ... the more we call in, the more the police will take it seriously! & it is definitely a serious issue *SIGH*
