Lowest Harness on Safety 1st Avenue?

I was wondering if anyone knows the lowest harness measurement for the Safety 1st Avenue? I think I read somewhere that the top harness is 16 inches, which is good and one of the main reasons why I think it's worth the $30 over the Scenera, but doesn't help me figure out if it will fit a tiny newborn

. I'm trying to help a relative avoid buying an infant seat to help her save some $$.

I think the Avenue and the Uptown are the same shell, so on the Uptown, I measure the first slot at 9.5". Hopefully, someone with an Avenue can confirm it's the same.

I just got an Uptown and the lowest slots would be fine for a newborn, IMO. They are lower than some infant seats, I believe. I really think it would work well.

If the seat is the same as the Uptown, it should be great for a newborn. There was a mom on another carseat board awhile back with a 4lb'er. She fit great in the Upton even at that tiny size.
