Is is safe or legal to transport a child in the lap of a mom in the back of the car where the mom is wearing the seatbelt? You can assume that this is a Taxi or is being tranposted from the airport or the carseat straps malfunctioned. Thanks.

Absolutely NOT safe.

Even the strongest body builder couldn't hold a baby in a crash, a 20 pound baby in a 25MPH crash weighs 500 pounds.

Restraining 500 pounds of force isn't something that a person could do.

it is absolutely unsafe. Very, very dangerous.
Is it "legal"??
Depends. In most places, no, but in a few places, sadly, yes, it is.

My mom is a Limo driver in vegas and sadly many parents don't have or request restraints for their kids.
She refuses to transport babies and little ones without a seat but some drivers let the parents just hold on to them

It's like everyone says of course unsafe but it's still temporarily permitted in many places. Even here in car seat heaven Sweden parents are allowed to transport kids without seats temporarily in taxis etc.

If one should transport a child without a seat it would be much better for the adult to be in a seat belt. A baby might suffer terrible injuries in a crash but if the adult is without a seat belt the baby will be crushed. An adult, say a woman, weighing 60 kilos (132 lbs) will weigh approx. 2400 kilos (5300 lbs) in frontal crash at the low speed of 35 mph. So the baby will not only hit the windshield/back of the seat at a very high speed, she/he will also be crushed by a mother weighing 5300 lbs.
