Babies 1 1/2-2 inches above bottom slot in Graco snugride?

What happens if the Graco Snugride a baby is in straps are WAY above the shoulders? I am talking 2 inches?
My cousin who just had the twins about 2 months ago. One is 8 pounds 4 oz. and the other one now is 7 pounds 5 oz.

Both started out around 4pounds. I was at our family reunion yesterday and went out to her car to check on how she was using the seats  and she was using them great. Her 5 year old in the radian that KMF gave them, her 2 year old(over 35 pounds) in the FPSVD that I gave them(actually Jodi-i think that is her name-found me at baby depot) and the snugrides that we got them before the babies were born.

That said I noticed the straps about 1 1/2-2 inches above their shoulders. What to do? They have NO NO Money for any other seat. Is this ok?

Edited to say: I think the snugrides will last them to 1 at least. :) YAY! That said I will have time to save for Cosco Sceneras(the pink ones) for their birthdays!

There's a fantastic commentary at Saferidenews that says the 'at or below' rule is just not feasible for all kids, and that 'use the bottom slots till the shoulders reach the next slots up' is a better rule. The lap straps will keep the child from ramping out in a crash (the at or below rule is much more critical in 3-point seats or seats with overhead shields that have no lapstraps to hold the child down in the seat). In short, I wouldn't worry :)

With that much shell above their heads, I would think ramping up wouldn't be as big of a problem. Their heads are not going over the top of the shell of the seat when they ramp up, so it should be okay. Do you agree, techs?

Thank You! :)
I am so happy to hear that. They do fit very well in it other wise, I just had to show her the pinch test rule, the harness' were a lil' loose.

I am so glad. I was so worried when I saw how far above they were.
