Britax RA harness seems too loose

I just installed the Britax RA this past weekend so I've been using it for about a week. The shoulder harness always seems too loose and it is very difficult to adjust it with the so-called 1 step adjustment strap. I pull and tug on that darn thing to no avail. It creeps a bit but really tightens around my son't thighs. That's another thing. Should the harness be around his thighs or his hips. There's no way to adjust the buckle so that the harness will move up toward his thigh. This strikes me as dangerous to his spine should there be an accident.

I guess the most important question is how do I get the harness around his hips (lower abdomen) instead of midway up his thigh like it is now?

It would be helpful to know if your son is rf or ff. Is it possible you somehow managed to install the seat with the seatbelt impeding the harness straps if he is ff? I know, due to the door in the back, that this is nearly impossible but I would check. Also, the harness should fall across his pelvic bones and hip bones, not his abdomen. So it may seem to you it's across his thighs but it's actually on the strongest part of his body and is quite safe this way. If I look at my dd in her seat it does appear the straps are across her thighs but they are actually on her hip bones. Check to make sure your son's rear is solidly against the back of the seat too.

He's rear facing. I ran the car's seatbelt under the carseat cover. When I installed it, the manual did say to insure that the belt does not impede the harness and I checked it. I have to give it a good tug to adjust the harness, but that's working better now.

The harness is still loose along his belly area. It fits fine on his shoulders and his thighs. And about the belt being on his upper thighs, I realized that I have to insure that he is sitting up and his back and bottom are firmly against the carseat.
