Are here any guidelines as to whether a child is ready to sit in a booster similar to the checklist for sitting in just an adult belt?

Nothing "official", but the 5 Step Test for seatbelt use can be applied to boosters as well.
While I'm not sure where such a list is atm (posting from my cellphone), I can tell you that the point of the booster is to position the lap/shoulder belt so it works as if your child was correctly fitted in a L/S belt sans booster.
What you need to make sure of is that your child meets not only the height, weight, and age requirements of the booster seat, but that the lap belt fits snugly over the hips (not the stomach), that the shoulder belt crosses the middle of the chest, and that your child has the maturity to sit correctly in the seat 100% of the time.
That last one is what keeps boosters a bad choice for younger kids, as most can't stay seated properly for the entire trip. Especially while sleeping.
Your best bet? Keep them harnessed as long as possible.
