    "not in a child restraint" cards

    I've mentioned before that in Utah they used to have cards you could mail in with the license of cars that had unrestrained kids in them and the state would send them a warning and info on where to get seats. I would really like to persue that in California. I think these cards would be so helpful, even if only a handful of parents followed-through. But I don't have a clue where to start in stirring this up. Any suggestions?
