If my car is not latch equipped, can I have the lower anchors put in so that it will be latch equipped???

I might be wrong, but I don't think vehicles can be retrofit with the lower anchors (?) although some carseats can - see the 1st link below.... Top tethers anchors can be installed in most vehicles, though - sometimes for free! CPS tech Julie is the queen here of supplying the necessary info for us to give dealers who aren't aware of this, LOL ... it might help if you tell us your year/make/model?
LATCH doesn't necessarily mean a safer install - it's just supposed to be easier (sometimes it's easier, sometimes it's not) ... easier install often makes for a safer install, though - however, you always have the opportunity to stop by your local CPS tech for a free carseat installation check - see the 2nd link below....
So long as the seat does not move more than 1" at the base & kiddo fits it properly, then s/he should be very safe

AFAIK, only Audi and Volkswagen retrofit LATCH into a select few models.
