No, unfortunately it isn't. The armrests are there to hold the lap portion of the seat belt in position on the child, so that it doesn't injure them in a crash. Depending on the design of the booster, if there are no arm rests the seat might just fly out from underneath the child in a crash or the lap belt could end up on the child's tummy (which is REALLY bad).

Are you having a problem buckling a booster into a narrow vehicle seat? If so, the Britax Parkway and Evenflo Big Kid work well for tricky situations. The Evenflo is a tad wide, but its armrests flip up and make it easy to buckle.
