So, I went to see my neighbor last night and I peeked in the back seat of her car to see her 11 mo little boy. He is rear-facing in a marathon, but the chest clip was not at his armpits, but almost at his crotch!! 
The boy was also in a huge snow suit
I didn't say anything last night which I am now regretting. I just never know how to bring it up with people! So, she is coming over this week and I am going to talk to her about it and maybe give her a brochure on how to correctly use the car seat. Is there anything out there I can give her? I might also just play dumb and say "I just learned that the chest clip should be at there armpits..did you know that??"...or something.
