Question re: crash data

In another post there was a link to a study of RF v. FF. In the link it said "Method: Data were extracted from a US National Highway Traffic Safety Administration vehicle crash database for the years 1988–2003. "

My question is who reports this information to the NHTSA? Is there a standard policy that responding officers do this?

ETA: I am not at all doubting the study or reliability or anything. This is just out of curiosity. And because I was in an accident when Jordan was RF, and frankly I'm curious if we were reported and I just didn't know it.

NHTSA has oodles of statistical crash data, including a FARS database for fatal crashes. Here's a blurb about the data compilation for FARS:

How Does FARS Work?

NHTSA has a contract with an agency in each state to provide information on fatal crashes. FARS analysts are state employees who extract the information and put it in a standard format. Each FARS analyst attends a formal training program, and also receives on-the-job training.

Data on fatal motor vehicle traffic crashes are gathered from the state's own source documents, and are coded on standard FARS forms. The analysts obtain the documents needed to complete the FARS forms, which generally include some or all of the following:

* Police Accident Reports (PARS)
* State vehicle registration files
* State driver licensing files
* State Highway Department data
* Vital Statistics
* Death certificates
* Coroner/Medical examiner reports
* Hospital medical records
* Emergency medical service reports

I believe there's similar data gathering for non-fatal crashes, and insurance claim records probably are another complementary data source.
