CPS laws in Ireland?

We may be traveling to Dublin Ireland in 2006 or 2007. Our youngest will be 3 or 4 and we will take her Marathon or her Comfortsport for the trip. MIL is insistant that the laws are not a strict there. Doesn't matter either way her carseat will still goes on the plane with us. My older children will be 7/8, 9/10 and 10/11 when we go.
