Install ? for 96 Chevy Venture

My friend has a 96 Chevy Venture and can't get her seats in tightly. She has a ff Decathalon and a rf graco infant seat. I looked at them to see if I could help, but couldn't get them any tighter. The seats probably move several inches side to side. My friend is going to make an appointment with a tech, but I'm curious what might help.

I tried pushing down on the seat and then pulling up on the shoulder belt. There was still slack in the lap belt part, but it wouldn't move through the buckle. The seat belt straps are like the Britax harness straps, not smooth like I've seen in other cars. Any suggestions? I'm not not a tech or an expert, but would like to help if I can.

try pulling the shoulder belt webbing parallel to the lap belt webbing. Make sure there isn't a problem with the buckle itself, visit the dealership if need be.

Is it a locking latchplate like this picture?

If so, it can help to tighten before you buckle. It may take a few adjustments and two sets of hands, but I've found that works best for getting a tight install if it won't slide.

Is the buckle pushing against the rigid edge of the beltpath and preventing it from tightening further?
