Are all Wal-Mart's carrying these new seats? I can't seem to find one in my town.

I don't think "all Walmarts" ever carry anything. There are always stores that don't seem to get a new product or which sell out and don't replace it.

That is true! Hopefully it will show up soon. I think it may work as a second seat for my tall 2 yo.
