Let's talk trains and child restraints

I've seen pictures here and there of child restraints on trains in Europe. However, that obviously doesn't seem the be the norm. From what I've tried to find in the areas I live, the BART, CalTrain, ACE, as well as the light rail systems do not have any type of child restraints.

Are there any public transit agencies in the US that use any type of child restraint?

Is there any move or talk in the industry to change this?

Also, there is alot of talk lately around here about the Bullet train they are planning in California. It will get a person from Los Angeles to San Francisco in 2 1/2 hours, travelling at 220 MPH.

They are forecasting that it will be complete by 2030...a long way off.

So, how would one go about informing these people that we want child restraint systems on the train? What would be the correct timing for this? I know that I could always write a letter, but I'm just one person. Would SafeKids or some other organization be willing to lobby for this?
