CARES harness approved for t/o and landing?

Has anyone heard about this? My FIL is a flight attendant with United and just had his recert training, and in the training they said that the CARES harness was approved in July for use during takeoff and landing.

Any truth to this?

I thought the cares harness was always allowed during takeoffs and landings. The baby b-air thing (and similar systems) though is still not approved except mid-flight.
