And higher seat backs. This was in my local news:

Is this better than nothing, even for really tiny children?

I'm happy that they're addressing the issue! I'm just curious about each of the safety angles.

Honestly, I'm more excited about the higher seat backs than the seat belts. The whole seat belts on buses issue is complicated by the issue of WHO exactly is going to be enforcing proper use of these belts. Without proper use, there is really little to no safety benefit (and in some situations, actually more dangerous). That is a whole lot of expense added to our already stressed school budgets, for relatively little gain. It is a tempest in a teapot AFAIC. For that same amount of money, public schools could host once a week car seat clinics and save hundreds more lives.
