I would like to ask what Laws in the United States define or explain what expiration means, and how you test for the expiration for Child Seats or Child Restraint Systems?

There aren't laws about expiration. The laws defer to the manufacturer stating that the seat must be properly used. The manufacturers set expiration dates (currently ranging between 4 and 12 years, usually from date of manufacture but occasionally date of purchase) based on materials testing, product testing, manufacturing and warehousing conditions and materials tolerance statements, among other factors. If you want to know why a seat has a given expiration you should ask the manufacturer, not look to the legislature. Legislation serves only to state that the manufacturer's instructions should be followed and that a seat must be used.
