2 yr old in 3rd row grand caravan

We have a 2013 Grand Caravan.

Our 2yr old is small for his age but big enough to go forward facing. He is currently rear facing in the 2nd row passenger side.

One of our other kids is in the 3rd row center but is getting close to outgrowing the lower anchors. I was thinking about moving him to the 2nd row and moving our 2yr old to the 3rd row center.

Are there any issues with having smaller, younger children in the 3rd row center position?

As far as I know as long as the seat correctly installs there you should be fine. I would think it would be a pain to get him in/out of the seat though.

It's not my ideal spot, but our 3yr old needs the top tether, but will soon outgrow the LATCH. Since the tether is in the center of the 3rd row, I can't move our 3yr old to the side and use the belt as there is no top tether behind him.

This is the best solution I can think of as we have 4 kids so it is tight in the back seat.

No issues with what you're describing, but is there a reason you can't install the 3 year old's seat with the seat belt once he outgrows the LATCH weight limit?

Because his sister has to sit next to him (in a booster). If I were to use the center belt (so I could use the top tether), it would be too close to her. If I were to move the 3yr old to the side and use the belt, there is no top tether there.
