This sounds like it could be the fix from the recall about FFing lap belt installs, which might explain why it's not in the manual (though I thought it's been long enough by now).

I'll let others who are more familiar with that particular recall answer your question, but I wanted to let you know I approved your registration. You'll be able to attach pictures now. :)

I'm not positive since I never got the recall kit--hopefully someone else will come along to confirm--but I do believe that is a piece that was added last year. At the time, it was as a recall and the photo above is (I believe) the instruction sheet that was sent along with the plate for owners to attach to their seats. My guess is that now they are adding that plate in the factory. You wouldn't need any instructions about it, you just install the seat as the manual states.

What made you wonder if it was just for shipping or something--does it look odd or temporary? Or did you see pictures of the seat without the plate in the manual? Or had you seen older versions of the seat without the plate? Just wondering if other parents would be likely to make the same mistake and maybe remove it.

Yes, that is the plate for the recall fix. I have no idea what it actually does, though. :)

I agree that it does look odd and almost as if it should be removed (probably in part because they designed it to be screwed onto the existing seat--and oddly into screw holes that already existed!) I'm surprised they're shipping new seats with it and haven't made some more permanent fix to the design.
