Safety 1st Guide 65 over-reclining problem

Hi, all.

I've had the Safety 1st Guide 65 car seat for about a year now. My daughter is 23 months old and about 30 pounds. The car seat is rear-facing, and every time she gets into it, the seat starts reclining (falling) backwards. It is very tightly secured via the seat belt strap, and does not move at all from left to right, but it basically moves freely backwards when her weight is added to it. After a half hour in the car, the seat is basically horizontal. The car is a Ford Focus with cloth seats, and this problem started about six months ago. Any advice?

My SIL has this seat, and the technique Heather suggested has worked like a charm in a Ford Escape with cloth seats and an Odyssey with leather seats. I also rock side to side with my hips and with my hands on the sides of the seat area to get every bit of tightness I can.
