Booster and infant seat

I have an 8yo in a Harmony travel booster and a Graco Affix with SS. I'm trying to figure out a car seat for new baby on the way.
First, I'm not sure who goes where. I want optimal safety. Assuming everything can install properly anywhere in the backseat, is it better to have the RF baby in the center or the boostered 8yo? One car has side airbags, the other does not.
Second, trying to figure out an infant carrier that puzzles well next to the two boosters. Need something relatively affordable (would love to be around $100), but doesn't have to be that long lasting (intend to switch to a convertible around 6 months).

Just to make sure we are clear, you have one older child and one baby on the way. The boosters you listed are one in each car, and you want to install the two seats side by side leaving an outboard seat open? Is there another passenger you need an open seat for, or is it that you want one of the kids to be in the middle for the extra safety it may afford?

Correct on the first part, and the second question- I want them side by side just so I can have at least one be in the middle (esp in the car without side air bags). I've always installed my 8 yo's seats in the middle for extra safety. So if it's possible to get the install right, I'd like to keep one in the middle.

I forgot to ask what vehicles you have. But without that info, from what I have read here, you might have more luck with a side-by-side with the Harmony booster. Maybe you can do that in the car without side airbags and use the Affix and infant outboard in the car with side airbags. A booster rider is less protected, so I would try the 8yo center. I would put the booster kid in the car without airbags and go to BBB or BRU and see what infant seat might fit next to it.
