Graco 40 and older toddlers

Graco 40...does it have a 1 inch rule?
I moved up the harness because head was really getting close to top, but then harness is ABOVE shoulders. So that won't work.

Now, he is in middle with nothing in front of him so I am not too worried about his head hitting something...but certainly I am curious. It's like if it's moved up the headrest would extend higher (good) but then slots too high (bad).

When he was little we did not have this problem. Now he is 14 months.

The Snugride 40 has the 1" rule and a 35" height limit. Is the seat as upright as allowed?

Upright as allowed. It just looks like he doesn't have an inch. So I moved up the harness/headrest. But then the harness actually fell a bit above his shoulders. We can't win, lol.

Wondering if others have had this issue?

And he is at least 30 inches but nowhere near 35.
