Here are recommend infant seats with some reviews... http://carseatblog.com/safest-recommended-car-seats/#INFANT

Some twin stroller frames:

The stroller frame will only last as long as they are in infant carriers (6-12 months), but it will be helpful to get through the beginning and give you a chance to figure out what you really want in a stroller. You can often find them used too. 😉

Congratulations on your new additions!

Since twins can be smaller than singletons, we have a blog post for car seats for preemies and multiples. My best friend ended up with Safety 1st OnBoard 35s. Her twins were big enough to leave the hospital on the 2nd set of harness straps, and they just switched to convertibles at 14 or 15 months. http://carseatblog.com/9813/recomme...ies-multiples-carseatblogs-list-of-best-bets/

For strollers- she skipped the frame strollers and just used a Graco double stroller starting around 3 months. She just carried the car seats before that.

Because twins can be preemies and may have even more fragile airways than most babies, I always remind parents that car seats are for the car, and with multiples this is even more true- I'd get a stroller that allows babies to lie flat or close to it, rather than relying on a car seat carrier full time, so they are not at risk of oxygen problems.
