My oldest will turn 8 at the beginning of May. She is wanting take the high back off her TB. I'm not totally sure what to tell her. Is there any criteria for when that's ok?

Age 8 is when I transition my kids to full time NBB. As long as they don't need the HBB for sleeping and they have vehicle head support with the NBB.

My just turned 8yo is still using a HBB in 2 of our vehicles (has had a NBB in the 3rd for almost 2 years) because the HBB he has don't convert to NBB's and in one of the vehicles there aren't headrests, so even my 10yo is still using a HBB in that one.

If you are worried about sleeping/longer trips you can always put the back on for that. We did that with my DD last summer when she was 9. She was actually less comfy with the back on because it made the seat shorter and she didn't have great leg support.

I have our 8 YO in a HBB, and then bought a separate Harmony Youth for when she will go to a NBB (when she outgrows the HBB).

I always pass seats down and don't like to put them back together and such.

6 YO is in a NBB due to where his seat is (need to fold it down to access 3rd row). But it's to school and around town. For a road trip I put in a HBB for him and we deal with the extra time doing the slot.

The kids are all tall. My 9 YO possibly 5 steps in some seating positions but is in the Incognito for now.
