Question Dangerous car seat use; who do I call?

I walk through an apartment complex twice a day on my school route and I've noticed a car that has a suspicious looking install on a FF Britax seat. However, I chose to give them the benefit of the doubt, thinking it was possibly a bucket seat that was simply placed FF when not in use. The seat is FF, but very very reclined, like a newborn recline and has no top tether.

Yesterday, however, when I went to do my pick up, I saw the car pulling in to park and there was a child in the seat, FF, possibly not even harnessed: he was sitting virtually straight up on the seat and with that recline, there's no way he could have been leaning back on the seat. I didn't have a chance to have a closer look and I didn't want to talk to them (I was running late and I hate talking to strangers). But now that I know for sure that this is an improper install, I took pictures of the car's license plate and the position of the seat... but who can I send them to to talk to the parents? Do I send it to the police, child services, someone else? I'm in Calgary, btw.

In general, police and other agencies don't deal with cases like this. If you see a child in a moving vehicle not buckled in, police may respond if you call and they catch it. Generally, I find that offering to help the parents find help from a tech to install their seats properly would be more helpful and appropriate a response.
