4 year old on a small bus no protection

Can anyone advise me about the regulations for an autistic child on a small bus? He is my grandson and resides in Pennsylvania. The school district told my daughter she could not use a regular car seat or booster for him coming or going to school. He is small and barely weighs over 30 pounds. He doesn't understand fear and is also non-verbal. I am terrified that in an accident he will be injured. Any positive input would be helpful.
