Cheapest seat that has lock offs?

I know some young parents that will probably forward face their baby that is almost age 1 very soon. I think an inexpensive seat that has lock offs would be best for them.
The grand parents would be purchasing and have asked me for recommendations for a forward facing seat and a convertible seat (that way they have the option to rear face if they want to) that isn't too expensive.

What do you all think would be best?

I have a Chico next fit that is our spare seat and I am thinking of giving them that seat but it is so heavy and I think they will move it around a lot between cars

I think a Roundabout would be the cheapest option that would have potential for keeping the baby rear-facing. But it wouldn't last all that long as a FF seat. If they are very set on FF-ing at 1 year old, maybe the Nautilus Elite?

Do they have locking belts in *any* seating position in the back seat? If the lock-offs aren't essential, a SureRide/Titan 65 would give them the option of RF, but also make a very long-lasting FF seat.

I concur with these suggestions...

Though I'd strongly encourage the grandparents for a convertible, and to use it RF'ing for at least a year. Chances are they're not going to "max" any seat, so if the Roundabout is appealing to the grandparents and you can get them to RF the baby, I'd go with that.
